customes has catched the shipment because of the comercial labels outside the package. I had to pay VAT additionally but cannot get back US VAT, or is there any chance?

I unliked that my order was split into 3 and delivered in three packages instead of the one. I would like to get information if this should happen in the future at the time of order, so that I can place my order with another seller. 1 order = 1 package.
